1. WESTERN NORTH PACIFIC AREA (180 TO MALAY PENINSULA):
   A. TROPICAL CYCLONE SUMMARY: NONE.
   B. TROPICAL DISTURBANCE SUMMARY:
      (1) AN AREA OF CONVECTION (INVEST 98W) HAS PERSISTED NEAR 13.6N 
111.8E, APPROXIMATELY 251 NM SOUTHEAST OF DA NANG VIETNAM. ENHANCED 
INFRARED IMAGERY (EIR) AND A 111348Z METOP B 89GHZ MICROWAVE IMAGE 
DEPICT A BROAD AREA OF TURNING WITH DEEP FLARING CONVECTION THAT IS 
DISPLACED TO THE NORTHWEST MOSTLY NEAR HAINAN ISLAND. CURRENT ANALYSIS 
INDICATES A FAVORABLE ENVIRONMENT FOR DEVELOPMENT WITH LOW (5-10KT) 
VERTICAL WIND SHEAR, GOOD POLEWARD AND WESTWARD OUTFLOW AND OVERALL 
WARM SEA SURFACE TEMPERATURES (28-30C). GLOBAL DETERMINISTIC MODELS ARE 
IN GOOD AGREEMENT THAT 98W WILL CONTINUE TO CONSOLIDATE OVER THE NEXT 
24-48 HOURS AND TRACK GENERALLY WESTWARD. THERE REMAINS UNCERTAINTY ON 
WHETHER THE BROAD SYSTEM CAN CONSOLIDATE BEFORE MAKING LANDFALL OVER 
VIETNAM. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 13 TO 18 
KNOTS, THOUGH THE WINDS ASSOCIATED A NORTHEASTERLY SURGE OFF THE 
SOUTHERN COAST OF HAINAN ISLAND ARE AT 25-30 KTS. MINIMUM SEA LEVEL 
PRESSURE IS ESTIMATED TO BE NEAR 1007 MB. THE POTENTIAL FOR THE 
DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS 
IS LOW.
      (2) NO OTHER SUSPECT AREAS.
   C. SUBTROPICAL SYSTEM SUMMARY: NONE.
